Manish Agarwal
Vice President, Solution Services and Chief Technology Officer
Manish Agarwal is vice president, solution services and chief technology officer for Attain. He is also one of the company's founding members. Mr. Agarwal brings more than 20 years of success in the consulting and technology fields. He has been a top contributor and advisor to diverse government and commercial clientele around the world. He has held a variety of leadership roles throughout his career, in areas related to transformational change, growing new business/solutions, and ensuring extraordinary customer experience.
Mr. Agarwal has proven experience in global business development, strategic and operational planning, overall P&L Management across countries, as well as creating and managing trusted relationships with clients and strategic partners. He has directly managed teams of more than 500 people and mentored the next level of leaders. He has won and delivered large projects - ranging up to $125 million - in the public sector industry.
Most recently, Mr. Agarwal led a business intelligence software startup and its successful divestiture with a good return to the shareholders. Prior to this venture, he was vice president and managing partner responsible for leading the Asia Pacific region of Unisys, returning Unisys Asia Pacific to profitable revenue growth. He rebuilt the sales and delivery organizations around industry and solution specialization and transformed the culture to emphasize customer relationships and business value. Mr. Agarwal strategically changed the geographic blueprint for business sustainability and unified teams in different countries to focus on high growth markets and solutions.
Prior to joining Unisys, Mr. Agarwal was a partner in KPMG Consulting, where he advised and implemented large strategic initiatives for public sector clients.
Mr. Agarwal holds a bachelor's degree in Engineering from Pune University in India.
Greg J. Baroni
Chairman and Chief Executive Officer
Greg Baroni is chairman and chief executive officer, as well as one of the founding members of Attain. Mr. Baroni spent the past seven years serving in a leadership capacity at Unisys Corporation. He served in both an officer role as a corporate senior vice president and in an operational leadership role as president, Federal Systems and Global Public Sector. In these roles, he was responsible for a worldwide business comprised of six geographic regions and the U.S. Federal Systems group. Under his leadership, these business units achieved extraordinary results. During his tenure, the Federal Systems group doubled its revenue while achieving industry standard operating margins.
Prior to joining Unisys, Mr. Baroni spent almost 20 years at KPMG Consulting, where he held a number of roles. His last role was as senior vice president of KPMG Consulting's Public Services practice – a $750 million business with 110 managing directors and 2,500 staff serving government, education, health, and nonprofit institutions. In this capacity, he advised numerous organizations in critical business areas such as strategy, cost optimization, and distributed learning. Mr. Baroni also led development, implementation, and integration projects involving enterprise-wide packaged solutions for a number of his clients. He directed the development of a number of software solutions, including grants management, cost allocation, property management, space utilization, and effort reporting. Furthermore, he pioneered the spinoff of a distributed learning group that is now a public company, Blackboard.
Mr. Baroni has received numerous market leadership awards such as the Fed 100, Fast Company's Fast 50, and Consulting Magazine's Top 25. In addition, Mr. Baroni is an active leader in the professional association community serving in leadership roles in Northern Virginia Technology Council (NVTC), Information Technology Association of America (ITAA), and Homeland Security & Defense Business Council (HSDBC), as well as with charitable organizations in the national capital area including the National Kidney Foundation and the American Red Cross.
Mr. Baroni earned a bachelor's degree in Economics at the University of Southern California.
J. Michael Brookey
Partner, State and Local Government
J. Michael Brookey is partner, State and Local Government at Attain. Mr. Brookey has more than 25 years of combined Federal, State and Local Government project and information technology management expertise in the public and private sectors including the Department of Defense (DoD), State and Local government and commercial markets.
Prior to joining Attain, Mr. Brookey was a Managing Director for BearingPoint's Public Sector Business Unit, serving State and Local governments and Department of Navy clients on the West Coast. He directed projects across a wide range of service areas including program management support for DoD acquisition programs, life cycle estimating and cost analysis, DoD budgeting and financial management, business process reengineering, business turnaround strategies, application services management, software development and implementation. As consulting practitioner, he directed projects, served as a subject matter expert, and provided hands-on client services and staff support. His key public service clients have included the HQ Space and Naval Warfare Systems Command (SPAWAR), Navy PEO-IT (EIS), the State of California and the County of San Diego.
Mr. Brookey currently serves as a member of the Board of Directors of the San Diego Futures Foundation. He earned Masters of Business Administration from Golden Gate University and a Bachelor of Arts, Sociology from Wright State University. Mr. Brookey also holds a certification as a Project Management Professional from the Program Management Institute.
Mark C. Davis
Vice President, Higher Education and Nonprofits
Mark Davis is vice president, higher education and nonprofits for Attain. Mr. Davis is responsible for the market development and service delivery to colleges, universities, hospitals and research institutions across the country.
Previously, Mr. Davis spent 24 years with BearingPoint/KPMG, where he most recently was the Managing Director responsible for BearingPoint’s National Higher Education and Healthcare Grants Management practice. In this role, he led a team of 50 professionals, generating revenues of $18 million His professional experience includes a diverse background in costing and financial analysis, grants administration, regulatory compliance, business process redesign initiatives, organizational development, operations improvement, benchmarking and best practice analysis, performance measurement, financial/program management and the review, design and implementation of management information systems.
Mr. Davis is a Certified Government Financial Manager, a member of the National Association of College and Business Officers, the National Council of University Research Administrators, The Society of Research Administrators, and the Association of Government Accountants.
Wallace G. Davis
Partner, Higher Education and Nonprofits
Wallace Davis is partner, higher education and nonprofits and a founding member of Attain. Mr. Davis has been serving the higher education, nonprofit, and academic medical center communities for more than 15 years, and is a market leader in developing strategic initiatives on a national level for his clients. He has been a trusted business advisor to nearly 50 premier universities, academic medical centers, and nonprofit research institutes.
Mr. Davis' areas of expertise are facilities and administrative cost recovery, grants management, regulatory compliance, and implementation of effort reporting and space software solutions. He is nationally recognized as an expert in assisting organizations to develop their facilities and administrative proposals and representing clients in negotiating the rates. Mr. Davis is a passionate speaker on these topics, and presents regularly at NCURA, SRA, and regional cost accounting meetings.
Michael M. Fox
VICE PRESIDENT, CORPORATE BUSINESS DEVELOPMENT AND CHIEF STRATEGY OFFICER
Michael Fox is vice president of corporate business development and chief strategy officer at Attain. He brings to the company more than two decades of the experience and skills required to build a world class business development and capture organization and to establish Attain as a leading professional services firm in the Federal, State and Local, Higher Education and Nonprofit markets. As chief strategy officer, Mr. Fox is responsible for leading Attain's corporate strategic planning activities based on a keen understanding of industry trends, major government initiatives and technology innovation that will best serve its customers.
For the last 22 years, Mr. Fox has served in various leadership roles at SRA International, Inc. and played an integral role in growing SRA from a business with less than $30 million in revenue to a more than $1.6 billion enterprise. In addition to leading SRA's marketing and sales organizations, Mr. Fox was most recently responsible for the company's strategic planning activities, new business initiatives and mergers and acquisitions support as its senior vice president for corporate strategic development. Prior to joining SRA, Mr. Fox worked for GTE Government Systems, where he focused on delivering systems engineering and technical sales support to Air Force command and control programs.
Mr. Fox has participated and is active in numerous industry associations. He serves on the TechAmerica Public Sector Board of Directors, is a member of the Armed Forces Communications and Electronics Association (AFCEA) D.C. Chapter, Professional Services Council and Northern Virginia Technology Council.
Mr. Fox holds a bachelor's degree in Mathematics from the University of Rochester and a master's degree in Business Administration from Northeastern University's Executive High Technology Program.
Dan W. Hamlin
Vice President, Higher Education and Nonprofits
Dan Hamlin is vice president, higher education and nonprofits. He is also one of the company’s founding members. With more than 35 years of experience as an administrator at some of the largest research institutions and as a consultant servicing research institutions in the United States and the United Kingdom, Mr. Hamlin brings unique knowledge and perspective to our clients.
Most recently, Mr. Hamlin assisted BearingPoint's higher education practice in the areas of administration, grants management, and academic medical center consulting. Previously, Mr. Hamlin spent 26 years with BearingPoint in several roles, including partner, national practice director for higher education and other nonprofits, managing director and vice president. Before joining BearingPoint, Mr. Hamlin was executive director of finance and CFO at the University of Southern California, assistant comptroller at The Johns Hopkins University and manager of cost accounting at the University of South Florida for 14 years.
Mr. Hamlin holds a bachelor’s degree from the University of South Florida, and a master of science in administration from The Johns Hopkins University.
Timothy C. Hays
Partner, Research and Healthcare Solutions
Timothy C. Hays, Ph.D., is partner, research and healthcare solutions. From July 2005 to February 2009, Dr. Hays was the federal Director of the Research, Condition, and Disease Categorization (RCDC) project in the Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI) in the National Institutes of Health (NIH) Office of the Director (OD). In addition, Dr. Hays has provided leadership for science- and research-based knowledge management, data mining, as well as visual and data analytics used to examine the NIH research portfolio and to communicate information. In February 2009, Dr. Hays left his government position to establish the new Healthcare Division at Digital Management, Inc., with a focus on Federal use of analytical processes and tools. During this time, Dr. Hays continued to provide part-time consulting to the NIH.
Previously, Dr. Hays spent a year in the Office of Extramural Research (OER, OD) as the project manager for the implementation of the NIH Public Access Policy and co-lead for the implementation of the SF424 federal grant application. He also served for five years at the National Institute of Mental Health (NIMH) as the Special Assistant to the Deputy Director and then as the Director of the NIMH Outreach Partnership Program. In addition, Dr. Hays participated in the development of the Surgeon General's supplemental report, Mental Health: Culture, Race, and Ethnicity.
Dr. Hays received his bachelor's in psychology from Purdue University and his Ph.D. in neuroscience from the University of California, Los Angeles.
Tim Kelleher
Vice President, Federal Services
Tim Kelleher is vice president, Federal services for Attain. Mr. Kelleher is also one of the company's founding members. Most recently Mr. Kelleher was vice president, Enterprise Security Services, for Unisys Corporation where he owned the $750 million P&L for this global business. His team was responsible for architecting services and solutions for the full spectrum of security services from consulting to fully outsourced managed security services.
Mr. Kelleher started his career with AT&T in 1979 and held various management positions over his 21 years with the firm including six years with Bell Labs. While in the AT&T government markets business unit, he developed AT&T's operational solution for the Federal government's $25 billion FTS2000 telecommunications contract and ultimately assumed responsibility for the program P&L of $350 million. He then became one of the founding executives and a vice president and general manager in AT&T Solutions where he helped launch the IT Outsourcing and Managed Services business unit. While in this position, he negotiated, captured, and then assumed the leadership role for the delivery of a $1.1 billion managed services contract with Textron Inc.
Mr. Kelleher left AT&T in 2000 to become the chief operating officer of PanteraTech Inc., an Internet content delivery networking start-up firm located in McLean, Va. After a number of years in the start-up arena, he joined Booz Allen Hamilton in 2003 where he led the development of an IT managed services practice in the Communications Services business unit.
Mr. Kelleher joined Unisys in 2004 as the partner, vice president, and general manager of the Global Infrastructure Services business unit in support of Federal government civilian agencies where he successfully led the capture of more than $200 million in infrastructure managed services.
Mr. Kelleher holds a master's degree in Electrical and Computer Engineering from Clarkson University and has completed the Advanced Management Program at the Wharton School of the University of Pennsylvania.
John J. O'Neill
Vice Chairman and Chief Administrative Officer
John O'Neill is vice chairman and chief administrative officer at Attain. Mr. O'Neill has more than 30 years of specialized grants and technology management expertise in the public and private sectors including the Federal government, higher education, healthcare, and commercial markets. Prior to co-founding Attain, he was an executive at Unisys Corporation where he built and managed several new technology-based business initiatives.
Previously, Mr. O'Neill was with KPMG Consulting where he was the client service partner for the firm's higher education and academic medical center practice in the northeast. He directed projects across a wide range of service areas including cost analysis, F&A rate development and negotiation, financial and reporting systems, reengineering, software implementation, systems development, and e-business initiatives. As a manager and consultant, he directed projects, served as a subject matter expert, and provided hands-on client services and staff support. His key clients included Harvard University, Harvard Medical School, Partners Healthcare, Yale University, Children's Hospital-Boston, Beth Israel Deaconess Medical Center, University of Chicago School of Medicine, and Stanford University School of Medicine.
Mr. O'Neill holds a master's degree in Industrial Administration with a concentration in Cost Systems and Analysis from Carnegie Mellon University. He holds a bachelor's degree in Accounting and Marketing from Boston College.
Richard J. Roberts
President, Federal Services
Richard Roberts is president, Federal services at Attain. Mr. Roberts previously served as Chairman and Executive Vice President of Global Public Services and Chief Operating Officer of BearingPoint, Inc. During his 30 years at BearingPoint and KPMG Consulting, Mr. Roberts established his business in the Federal market as one of the preeminent businesses in the government contracting marketplace.
Mr. Roberts is experienced in the areas of management improvement, information systems, financial modeling, cost-benefit analysis, organizational analysis, and development of accounting and organizational policies and procedures. He has extensive hands-on experience in various organizational and process improvement initiatives in both government and industry.
Prior to his corporate career, Mr. Roberts served as an officer in the United States Army. He is a Certified Public Accountant in Virginia and the District of Columbia.
Ronald E. Salluzzo
President, State and Local Government, Education
Ron Salluzzo is president, State and Local Government, Education at Attain. He is an experienced executive, having served in both line and staff capacities in his 35 years in professional services organizations. His experience includes roles such as chief financial officer of Harris Interactive, a publicly held company in the market research industry; and chief risk officer for BearingPoint.
As the chief financial officer of Harris, Mr. Salluzzo led the process of international acquisitions as well as the treasury functions for the company, including placement of a $100 million credit facility to finance the acquisition strategy.
As the chief risk officer of BearingPoint, Mr. Salluzzo established a risk-based model to improve the company's screening and bidding process to ensure a match of risk and reward in the company. He also chaired the corporate deal review program, established a data warehouse to ensure consistent documentation, and maintained responsibility for functions such as compliance, internal audit, and risk and quality management reviews.
During his tenure as the head of the State and Local and Education Group, Mr. Salluzzo led a group of 850 professionals in North America and was responsible for revenues of approximately $300 million. Projects under his leadership included the implementation of the SAP suite of products for the Commonwealth of Pennsylvania, the implementation of TexasOnLine for the State of Texas, and the implementation of administrative retirement systems for the State of Florida and the State of Georgia.
At KPMG, Mr. Salluzzo was the National Industry Leader for Higher Education and at various points was responsible for the Public Services audit practice for KPMG's Mid Atlantic offices and was the managing partner of the Rochester, N.Y. office. He served as the engagement partner for a Federal Department of Education project to create financial responsibility standards required for Congressional reauthorization for higher education.
Mr. Salluzzo co-authored Strategic Financial Analysis for Higher Education, sixth edition, July 2005. This highly regarded publication examines financial measurement of institutional progress on strategic initiatives, as well as overall institutional financial health.
Mr. Salluzzo currently holds memberships on the Board of Managers of the Eastman School of Music (of the University of Rochester), the Board of the Rochester Business Alliance, the Board of the St. Ann's Foundation, the Board of the Monroe Golf Club, and the National Council of the Shakespeare Theatre (Washington, D.C.).
Mr. Salluzzo holds a bachelor's degree in Business Administration in Accounting from St. Bonaventure University. He is a Certified Public Accountant, New York State.
Bradley H. Smith
Partner, Federal Services
Bradley H. Smith is partner, Federal services. Mr. Smith is responsible for the Veteran's Affairs (VA) account, as well as assisting with the healthcare solutions rollout at Attain. Mr. Smith has over 24 years of consulting experience, with a focus on government contracting, HCFA/CMS, DOD Medical, VA and commercial payors.
Prior to joining Attain, Mr. Smith was a vice president with BearingPoint's Public Services division.
Mr. Smith is a graduate of the University of Maryland, earning a bachelor's degree in finance and economics. He is a Certified Public Accountant in the state of Maryland.
Daniel L. Smith
Vice President and Chief Financial Officer
Daniel Smith is vice president and chief financial officer for Attain. Mr. Smith has 19 years of experience in mergers, acquisitions, leverage buyouts, venture capital, banking, and valuation consulting. His management experience encompasses both start-ups and well-established companies across a variety of industries and financial conditions. Mr. Smith manages all financial areas for Attain.
Prior to Attain, Mr. Smith was the chief financial officer for Simply Wireless, a 100-store wireless retailer with locations across the mid-Atlantic and southeast. Prior to Simply Wireless, Mr. Smith was the chief financial officer for Vericom Technologies, a mobile resource management company that provides solutions that enable fleet owners to efficiently manage their fleet vehicles, mobile workforce, and remote assets. Prior to Vericom, Mr. Smith founded Congressional Pharmaceuticals, an early stage biopharmaceutical company focused on developing and commercializing drugs that address the homeland security, oncology, and dermatology markets. In 2004, the company was sold to Hollis-Eden Pharmaceutical.
Other positions include: senior vice president of Corporate Development for Active Health Management, managing director at the Geneva Companies, principal at Willamette Capital, vice president at American Capital Strategies, and first scholar at First Chicago Bank.
Mr. Smith is a graduate of the University Of Chicago Graduate School Of Business earning an MBA in Finance and Marketing as well as a graduate of Indiana University earning a bachelor's degree in Accounting.
Marilyn E. Surbey
Partner, Grants Management and Operations Services
Marilyn Surbey is partner, grants management and operations services. With more than 30 years of grants management experience, Ms. Surbey is a nationally recognized expert in the areas of financials compliance, effort certification, cost accounting standards, and facilities and administrative rates. Previously, Ms. Surbey was a Senior Manager with BearingPoint where she served universities and academic medical centers, focusing on grants management. During this time, she managed the largest project ever awarded to BearingPoint in the grants practice.
Ms. Surbey served as the Associate Vice President for Finance and Research at Emory University where she was responsible for all areas of research administration. She managed the Office of Sponsored Programs and the Office of Grant and Contract Accounting which were responsible for the pre-and post-award administration for $350 million in sponsored research. These offices handled all research funding from cradle to grave.
Ms. Surbey also held various research administration related positions at the University of Minnesota for 18 years, including Assistant Vice President for Research. She was directly responsible for financial reporting, cash management, rate development, effort certification, audit, and accounting policy.
She holds a Bachelor's Degree in Accounting from Southern Illinois University and a Master's Degree from the University of Minnesota with a concentration in Accounting/Finance. Ms. Surbey also was selected by Emory University to attend the Summer Institute for Women in Higher Education Administration at Bryn Mawr College.
Ellen S. Walsh
Vice President and Chief Marketing Officer
Ellen Walsh is vice president and chief marketing officer for Attain. Ms. Walsh comes to Attain following a successful eleven-year tenure with KPMG/KPMG Consulting/BearingPoint/Deloitte, where she most recently led the successful and innovative marketing efforts for the State and Local, Education segment. She brings with her a deep knowledge of the government and education sectors, along with highly valued marketing expertise.
Ms. Walsh is a collaborative and creative marketing communications professional, skilled at developing and implementing high-impact strategic marketing plans with limited resources and tight deadlines. Through her experience serving the government and education marketplaces, she possesses a deep understanding of the industries, sales cycles, client pain points, and related solutions.
Ms. Walsh is a graduate of Georgetown University, where she majored in English literature and minored in art history.
A. Carl Ward
Partner, Federal Services
Carl Ward is partner, Federal Services for Attain. LTC (retired) Ward is a highly decorated, 30-year retired Army Officer. He has received numerous awards, decorations, and letters of commendation for merit and achievement in the military, government, education, and private sectors.
Mr. Ward is a certified (former) Government Program Manager, a certified Project Management Professional (PMP), a Green Belt Certified in Lean Six Sigma (LSS), and a certified educator by the North Carolina (NC) Department of Public Instruction (DPI) from the University Of North Carolina-Wilmington (UNC-W). He is a life member of several organizations, including the Association of the United States Army (AUSA), the National Guard Association of the United States (NGAUS), the North Carolina National Guard Association (NC ARNG), the Reserve Officer Association (ROA), and is a member of the Army Acquisition Corps, the Hickory Blue Lodge of the Ancient Free and Accepted Masons, the Carolina Consistory of the Scottish Rites, the Khedive Temple of the Shrine, and the University Foundation of Appalachian State University.
Mr. Ward has spoken, taught, and instructed at the university, collegiate, and secondary school levels where he received commendations for his skills working with young people at each level. He is a published author of articles, letters, and books and has frequently appeared on local radio and television talk shows regarding current affairs, military and government insight, and educational issues.
Mr. Ward attended Appalachian State University, Lenoir-Rhyne University, and UNC-W, and holds a bachelor's in international relations and a masters of business administration.
